1. In cases where the applicant is to commence the operation of international trade or other business, the following conditions are to be fulfilled.
The facilities to be used as an office for the business concerned are located in Japan.
The business concerned is maintained in such a scale as to employ at least 2 full-time employees in Japan (excluding foreign nationals residing under the status of residence enlisted in Annexed Table 1 of the Immigration Control Act), in addition to those who operate and/or manage the business.
2. In cases where the applicant is to invest in international trade or other business and to operate or manage that business, or in cases where the applicant is to operate or manage international trade or other business on behalf of the foreign nationals (including foreign corporations; hereinafter in this section "foreign nationals" is to include "foreign corporations") or who has begun such an operation or has invested in such a business, the following conditions are to be fulfilled.
The office for the business concerned is located in Japan.
The business concerned is maintained with the scale of employing at least 2 full-time employees in Japan (excluding foreign nationals residing under the status of residence enlisted in Annexed Table 1 of the Immigration Control Act), in addition to those who operate and/or manage the business.
3. In case an applicant is to engage in the management of international trade or other business in Japan, he or she should have at least 3 years' experience in the operation and/or management of business (including the period during which the applicant studied business operation and management at Graduate School) and receive no less salary than a Japanese national would receive for comparable work.

The applicant must engage in professions such as attorney ("Bengoshi"), judicial scrivener ("Shihoshoshi"), certified real estate assessor ("Tochikaokuchosashi"), attorney recognized as a foreign law specialist under the foreign lawyers' law ("Gaikokuhojimubengoshi"), certified public accountant ("Koninkaikeishi"), certified public accountant recognized as an accountant practicing foreign accounting under the Accountant Law ("Gaikokukoninkaikeishi"), certified tax specialist ("Zeirishi"), certified social insurance and labor specialist ("Shakaihoken romushi"), certified patent specialist ("Benrishi"), maritime procedure agent ("Kaijidairishi") and certified administrative procedures specialist ("Gyoseishoshi").
Medical
Services
1. The applicant who will engage in professions such as medical doctor, dentist, pharmacist, public health nurse, midwife, registered nurse, assistant nurse, dental hygienist ("Shikaeiseishi"), X ray technician for medical examinations, physical therapist ("Rigakuryohoshi"), occupational therapist ("Sagyoryohoshi"), eye specialist ("Shinokunrenshi"), clinical technician ("Rinshokogakugishi") or artificial limb technician ("Gishisogushi") should receive no less salary than a Japanese national would receive for comparable work.
2. In cases where the applicant is to practice as a medical doctor or dentist, he or she must fall under one of the following categories.
A person who has graduated after completing a course of medical science or dentistry at a college in Japan, and who is to practice as a trainee, at a hospital attached to a college, a college faculty of medical science, a college faculty of dentistry or a research institutute of a faculty of medical science or dentistry, a hospital designated by the Minister of Health and Welfare in accordance with the provisions of Article 16-2, Paragraph 1 of the Doctors' Law (Law No. 201 of 1948) or Article 16-2, Paragraph 1 of the Dentist's Law (Law No. 202 of 1948), or at a hospital designated by the Minister of Justice in the Official Gazette as equivalent thereto, for a period not exceeding 6 years from the date of graduation.
A person who has graduated after completing a course of medical science or dentistry at a college in Japan, who falls under Article 41 or 42 of the Doctors' Law (Law No. 201 of 1948), or who falls under Article 42 or 43 of the Dentist Law (Law No. 202 of 1948), or who has a license valid in Japan as medical doctor or as dentist as of June 1, 1990, and who is to practice at a medical office, designated by the Minister of Justice in the Official Gazette, in an area where it is difficult to secure a medical doctor or dentist.

3. In cases where the applicant is to practice as public health nurse, midwife, nurse or assistant nurse, he or she may practice as trainee for a period not exceeding 4 years from the date of graduation and/or completion of the school or training institution provided for by the provisions of Article 1, Paragraph 1 of the Regulation designating the School and Training Institution for Public Health Nurses, Midwives, Registered Nurses or Assistant Nurses (Ministry of Education and Ministry of Health and Welfare Ordinance No. 1 of 1951).
4. In cases where the applicant is to practice as a pharmacist, dental hygienist, X ray technician for medical examinations, physical therapist ("Rigakuryohoshi"), occupational therapist ("Sagyoryohoshi"), eye specialist ("Shinokunrenshi"), clinical technician ("Rinshokogakugishi"), or artificial limb technician ("Gishisogushi"), he or she must be invited by a medical institution or pharmacy.
Researcher The following conditions are to be fulfilled, unless the applicant is to engage in research under a contract with the Government of Japan, a local government, a corporation established by law or a corporation designated by the Minister of Justice in the Official Gazette, which is managed by a fund allotted by the Government of Japan or a local government.
1. An applicant should have a master's degree or at least 3 years' research experience in the related research field (including experience at graduate school) after graduation from college (excluding graduation from community or junior college) or an equivalent institution or at least 10 years' research experience in the related research field (including research performed at college).
2. He or she should receive no less salary than a Japanese national would receive for comparable work.
Instructor 1. In cases where the applicant is to engage in instruction at a vocational school ("Kakushugakko") or an educational institution equivalent to it in facilities and curriculum or in cases where the applicant is to engage in instruction at other school with a capacity other than a "teacher", the following conditions are to be fulfilled.
However (a) is to be fulfilled in cases where the applicant is to engage in instruction at a vocational school or an educational institution equivalent to it in facilities and curriculum which is established to give the children with the status of residence "Diplomat" or "Official" mentioned in Annexed Table 1 (1) or "Dependent" mentioned in Annexed Table 1 (4) education of primary, junior and senior high school in foreign language.
The applicant must have graduated from or completed a college or acquired equivalent education, or must hold a license to teach the subject that he or she intends to teach in Japan.
When the applicant is planning on teaching a foreign language, he or she must have acquired education in that language for at least 12 years. When the applicant is going to teach other subjects, he or she must have at least 5 years' teaching experience in that subject.
2. The applicant should receive no less salary than a Japanese national would receive for comparable work.
Engineer The following conditions are to be fulfilled.
1. The applicant must have graduated from or completed a college or acquired equivalent education majoring in the subject relevant to the skills and/or knowledge necessary for performing the job concerned, or the applicant must have at least 10 years' experience (including the period of time spent studying the relevant skills and knowledge at college, "Kotosenmongakko", senior high school, the latter half of unified secondary school, or during specialized course of study at an advanced vocational school ("Senshugakko")).
2. The applicant should receive no less salary than a Japanese national would receive for comparable work.

Services
The applicant must fulfill the following conditions. However, these conditions shall not apply in cases where the applicant plans to engage in work involving proxy duties in procedures relating to international arbitration cases as designated in Article 58-2 of the Foreign Lawyer's Law (Law No. 66 of 1986).
1. When planning to engage in work requiring knowledge in the humanities, the applicant must have acquired the relevant knowledge by graduating from college majoring in a subject relevant to the knowledge required for performing the work concerned, or by receiving an equivalent or higher level of education, or by accumulating at least 10 years of practical experience in the planned work (including the period of time spent majoring in a subject related to the required knowledge at college, "Koto senmongakko", senior high school, the latter half of unified secondary school, or during specialized course of study at an advanced vocational school ("Senshugakko")).
2. When planning to engage in work requiring specific ways of thought or sensitivity based on experience with foreign culture, the applicant must fulfill the following conditions:
The applicant is to engage in translation, interpretation, language instruction, public relations, advertising, overseas transactions, fashion or interior design, product development, or other similar work.
The applicant must have at least 3 years of experience in work relating to the relevant job. However, this does not apply if the applicant has graduated from college and is planning to engage in work involving translation, interpreting, or language instruction.
3. The applicant should receive no less salary than a Japanese national would receive for comparable work.
Intra-
company
Transferee
The following conditions are to be fulfilled.
1. The applicant must have been employed at the main office, or branch office or other office abroad for at least 1 year immediately prior to the transfer to Japan while engaging in a job which falls under the "Engineer" or "Specialists in Humanities/International Services" categories.
2. The applicant should receive no less salary than a Japanese national would receive for comparable work.
Entertainer 1. In cases where the applicant is to engage in theatrical performances or musical performances, the following conditions are to be fulfilled, excluding cases in 2. of this category.
The applicant must fall under any one of the following three criteria, except in cases where the total receipts of the applicant's performance is 5 million yen or more a day (If the performance is done in a group, then the group's receipts must exceed this amount.).
(1) The applicant meets the standards as set by a foreign national or local government agency or an equivalent public or private organization.
(2) The applicant has spent a minimum of 2 years at a foreign educational institution studying subjects relevant to the type of performance in which he or she will engage.
(3) The applicant must have a minimum of 2 years' experience outside Japan in the type of performance in which he or she will engage.
The applicant must be invited by an organization which fulfills the following requirements, except in cases where the applicant is invited for the purpose of providing singing, dancing or performance of ethnic music at ethnic restaurants other than those classified as places for the entertainment of customers under items 1 or 2 of Paragraph 1 of Article 2 of the Law on Control and Improvement of Amusement and Entertainment Businesses (Fueiho, Law No. 122 of 1948).
(1) The operator or the manager of the inviting organization should have at least 3 years' experience in the show business involving foreign nationals.
(2) The organization must employ at least 5 full-time employees in Japan.
(3) The organization is inviting foreign entertainers at a ratio of 10 or less foreign entertainers, including the applicant, to each full-time employee who has been continually employed by the organization for a minimum of 6 months (including managers, operators and other full-time employees), except in cases where the show is to take place at a facility provided for by the provisions of Article 1, Paragraph 2 of the Show Business Site Act (Kogyojoho, Law No. 137 of 1948).
(4) The operator and all full-time employees of the organization must not have been found guilty of committing "any crime" as specified under Article 73, Paragraph 2 of the Immigration Control Act or Article 6 or 12 of the Antiprostitution Law (Law No. 118 of 1956). However, this does not apply when 5 years have passed from the termination of the sentence or termination of the suspension of execution of the sentence period.
(5) The operator, manager or other full-time employees must not have committed any collective or customary violent offence provided for by Article 5 of the Enforcement Regulations of the Law on Control and Improvement of Amusement and Entertainment Businesses ("Fueiho-Shikokisoku," National Public Safety Commission Rule no.1 of 1985) in the past 3 years.
The facility at which the applicant's entertainment is to take place is to meet all of the following requirements. However, (6) and (7) are to be fulfilled in cases where the performance is given by one entertainer.
(1) Attendance of the performance must not be limited to any specific groups or individuals.
(2) If the facility falls under items 1 and 2 of Paragraph 1 of Article 2 of the Law on Control and Improvement of Amusement and Entertainment Businesses, both of the following criteria must be met.
i) There must be at least 5 employees at the facility whose duties are primarily the "serving of customers".
ii) It is evident that the foreign performers holding the "entertainer" visa will not be required to take part in "serving the customers".
(3) There must be a stage of at least 13 square meters.
(4) There must be a waiting room for the entertainers of at least 9 square meters (if the number of entertainers is greater than 5, there must be an additional 1.6 square meters for every extra entertainer).
(5) There must be at least 5 employees at the facility.
(6) The operator or other full-time employees of the facility must not have been found guilty of committing any crime under Article 73, Paragraph 2 of the Immigration Control Act or Article 6 or 12 of the Antiprostitution Law. However, this does not apply when 5 years have passed from the termination of the sentence or termination of the suspension of execution of the sentence period.
(7) The operator, manager, or other full-time employees must not have committed any collective or customary violent offense provided for by Article 5 of the Enforcement Regulations of the Law on Control and Improvement of Amusement and Entertainment Businesses.
The applicant should receive at least 200,000 yen per month.
2. In cases where the applicant is to engage in theatrical performances or musical performances, and
(1) when the applicant is invited by a national or local government agency, a corporation having a special status, or an educational institution, only the remuneration criteria must be met.
(2) when the applicant is invited by a cultural exchange organization established with funds from national or local government agencies or by a theme park with a boundary area of over 100,000 square meters for the purpose of performing in that theme park, only criteria (6) and (7) of the facility criteria and the remuneration criteria must be met.
3. In cases where the applicant is to engage in public entertainment other than theatrical or musical performances, he or she should receive no less salary than a Japanese national would receive for comparable work.
4. In cases where the applicant is to engage in show business other than public entertainment, he or she should engage in one of the following activities and should receive no less salary than a Japanese national would receive for comparable work.
Activities relating to advertisement of goods or business
Activities relating to production of broadcast programs (including cable broadcast programs) or movies
Activities relating to taking of commercial-use photographs
Activities relating to recording of commercial-use records
Skilled
Labor
The applicant should fall under one of the following categories and should receive no less salary than a Japanese national would receive for comparable work.
1. A person with at least 10 years' experience in foreign cooking or special food preparation originating abroad (including the period of time spent studying at educational institutions in a foreign country while majoring in the skills concerned) who is to engage in a job requiring such skills.
2. A person with at least 10 years' experience in architecture or civil engineering characteristic to foreign countries (including the period of time spent studying at educational institutions in a foreign country while majoring in the skills concerned) who is to engage in a job requiring such skills. (If the person concerned is to engage in a job under the guidance of a person who has at least 10 years' experience, his or her experience of 5 years would be accepted in lieu of 10 years.)
3. A person with at least 10 years' experience in manufacture or repair of products special to foreign countries (including the period of time spent studying at educational institutions in a foreign country while majoring in the skills concerned) who is to engage in a job requiring such skills.
4. A person with at least 10 years' experience in processing of gems, precious stones or fur (including the period of time spent studying at educational institutions in a foreign country while majoring in the skills concerned) who is to engage in a job requiring such skills.
5. A person with at least 10 years' experience in training animals (including the period of time spent in studying at educational institutions in a foreign country while majoring in the skills concerned) who is to engage in a job requiring such skills.
6. A person with at least 10 years' experience in seabed digging for oil exploration or development of terrestrial heat or the study of the seabed for minerals exploration (including the period of time spent in studying at educational institutions in a foreign country while majoring in the skills concerned) who is to engage in a job requiring such skills.
7. A person with at least 2,500 hours' experience in piloting an aircraft who is to engage in a job as a pilot of an aircraft used for air transport provided for by Article 2, Paragraph 16 of Aviation Act (Law No. 231 of 1952) which a person cannot pilot as a captain without the qualification of pilot in air transport of an airline provided for by Article 24 of the Act.
8. A person with at least 3 years' experience in instructing sport (including the period of time spent studying at educational institutions in a foreign country while majoring in the skills concerned and engaging in the sport with remuneration) who is to engage in a job requiring such skills or a person who has ever taken part in Olympic games alike world championships or such international games as a representative player and is to engage in a job requiring such skills concerning the instruction in the sport.
College
Student
1. College student applicants are to study at a college or an equivalent educational institution, a specialized course of study at an advanced vocational school ("Senshugakko"), an educational institution designated for preparing persons who have completed 12 years of education at schools in foreign countries to enter college or "Kotosenmongakko", excluding cases where he or she is planning to study solely at night school or through correspondence courses.
2. The applicant must have sufficient assets, scholarship, or other means of support to meet his or her expenses while in Japan, unless someone else will pay the applicant's expenses.
3. In cases where the applicant is to attend courses as an auditor or research student planning to study solely by auditing, he or she should be enrolled as such through some examination by the authorities of the educational institution concerned and should attend at least 10 hours a week.
4. In cases where the applicant is to enroll in a specialized course of study at an advanced vocational school ("Senshgakko") (excluding solely Japanese language study), the following conditions are to be fulfilled.
The applicant must have studied the Japanese language for at least 6 months at one of the Japanese language institutions designated by the Minister of Justice in the Official Gazette and also found appropriate by the Minister of Education, have proved through some examination that he or she has the ability to understand the Japanese language for the purpose of studying at an advanced vocational school, or have studied for at least 1 year at one of the schools (excluding kindergartens) provided for by the provisions of Article 1 of School Act (Law No. 26 of 1947).
The advanced vocational school concerned should have a full-time foreign student adviser assisting foreign students with living in Japan.
5. In cases where the applicant is to study only the Japanese language in a specialized course of study at an advanced vocational school, the school concerned should be one of the Japanese language institutions designated by the Minister of Justice in the Official Gazette and also found appropriate by the Minister of Education.
6. In cases where the applicant is to study at an educational institution designated for preparing persons who have completed 12 years of education at schools in foreign countries to enter college, the educational institution concerned should be designated as such by the Minister of Justice in the Official Gazette.

Pre-college student applicants are to study at a high school (here and below taken to include the latter half of unified secondary school), its equivalent for the blind or other handicapped persons, a higher or general course of study at an advanced vocational school ("Senshugakko") or a vocational school ("Kakushugakko") or another educational institution equivalent to a vocational school in its facilities and curriculum, excluding cases where he or she studies only at night school or through correspondence courses.
2. The applicant should have sufficient assets, scholarship money, or other means of support to meet his or her expenses while in Japan, unless someone else will pay the applicant's expenses.
3. In cases where the applicant is to study at a high school, he or she should be at the age of 20 years or less and should have studied the Japanese language for at least 1 year at an educational institution, unless he or she is accepted for study through a student exchange program or other equivalent international exchange program of the national government, a local government, an educational foundation or a non-profit foundation.
4. In cases where the applicant is to study at a higher or general course of study at an advanced vocational school, or at a vocational school (excluding the study of solely the Japanese language), the following conditions are to be fulfilled.
The applicant must have studied the Japanese language for at least 6 months at one of the Japanese language institutions designated by the Minister of Justice in the Official Gazette and also found appropriate by the Minister of Education, have proved through some examination that he or she has the ability to understand the Japanese language for the purpose of studying at an advanced vocational school or other vocational school or have studied for at least 1 year at one of the schools (excluding kindergartens) provided for by the provisions of Article 1 of the School Act (Law No. 26 of 1947).
The advanced vocational school or other vocational school concerned should have a full-time adviser assisting foreign students with living in Japan.
5. In cases where the applicant is to study at an educational institution equivalent to a vocational school in its facilities and curriculum (excluding the study of solely the Japanese language), the institution concerned should be designated as such by the Minister of Justice in the Official Gazette.
6. In cases where the applicant is to study only Japanese language in a higher or general course of study at an advanced vocational school, at a vocational school, or at an educational institution equivalent to a vocational school in its facilities and curriculum, the educational institution concerned should be one of the Japanese language institutions designated by the Minister of Justice in the Official Gazette and also found appropriate by the Minister of Education.
Trainee 1. The technology, skills and/or knowledge that an applicant is to obtain in Japan must not be technology, skills and/or knowledge that could be obtained mostly through the repetition of simple work.
2. The applicant must be at least 18 years of age and is expected to engage in a job requiring the technology, skills and/or knowledge obtained in Japan after returning to his or her country of nationality or habitual residence.
3. It must be impossible or difficult for the applicant to obtain the desired technology, skills and/or knowledge in the country where he or she resides.
4. The proposed training should be done under the guidance of a person who is a full-time employee of the public or private organization accepting the trainee concerned (hereinafter referred to as the "accepting organization") and who has at least 5 years' experience in the technology, skills and/or knowledge concerned.
5. In cases where the training program scheduled by the accepting organization includes on-the-job training (training intended to impart the technology, skills and/or knowledge through actual performance of goods production or services provision with remuneration), the following conditions are to be fulfilled. However, these conditions are not applied in cases where the applicant is invited by the national government or a local government or in cases where he or she falls under the cases designated by the Minister of Justice in the Official Gazette.
Housing for trainees must be secured (including cases where a mediating organization concerned in the proposed training is securing the housing).
The training facility must be insured.
The accepting organization is inviting trainees at a ratio of 1/20 trainees or less, including the applicant, to each full-time employee.
The accepting organization should have an adviser to assist trainees with living in Japan.
Measures to cope with the death, accident or sickness of trainees during the training such as private insurance or other means (excluding the Workmen's Accident Compensation Insurance) must be provided (including cases where a mediating organization concerned in the proposed training is taking such measures).
The safety and sanitation measures in respect to the training facilities should be secured in accordance with the provisions of Labor Safety and Sanitation Act (Law No. 57 of 1972).
6. In cases where the training program scheduled by the accepting organization includes on-the-job training, the applicant should be a full-time employee of one of the following organizations and be dispatched from it. However, this requirement is not applied in cases where the applicant is accepted for training of the overseas staff who will be working at that organization's foreign joint venture or local subsidiary, subject to the condition that the establishment of joint venture or subsidiary has been recognized by the competent authorities, or in cases where the applicant is invited by the national government or a local government or in cases where the applicant falls under the cases designated by the Minister of Justice in the Official Gazette.
The national government, a local government or a public corporation.
Joint ventures or affiliated companies of the accepting organization.
Organizations which have business transactions with the accepting organization for at least 1 year or for at least 1 billion yen within 1 year.
7. In cases where the applicant is to take on-the-job training, the period for that on-the-job training should be two thirds of the total training program, or less (in cases where there are two or more accepting organizations, the time spent in each training program separately should be added together).
8. The operator, the manager, the person guiding the training and the adviser of the accepting organization must not have committed misconduct in the training of foreign nationals in the past 3 years (including cases where the trainee invited under a training program that does not include on-the-job training has been made to engage in on-the-job training).
9. In cases where an organization, other than the Government of Japan or a local government, is mediating the training, the organization concerned must not be a profit-making organization. Furthermore, the concerned organization, the operator or the full-time employees must not have committed misconduct relating to the training of foreign nationals in the past 3 years.
Dependent The applicant must be a dependent of a person residing in Japan with the status of residence mentioned in Annexed Table 1 (1) or (2) of the Immigration Control Act or with the status of residence of "Cultural Activities" or "College Student".
